Abstract

: The present article has the objective to analise the legal eficience of the atlantic forest proteccion law locatate at the enviromental protection área of bahia´s northcoast, questioning the utilized criterias by the government for the concession of enviromental licences to building development at that área. For so, besides the analises of the legal norms, this work focused on   the NDVI ( normalized difference vegetation Indez) tecnics for verifyung by the COSO II compliance metodology the potencials threats of undertaking the north coast, and questions if the actual legislation revels itself suficiente to prevent and protect that área. Therefore, this research imposses this oriented question: the requirements utilized by the government to grant the enviroment license for development, at the northshore coast, observe the internal and external risks of its  exploiting ativity so the protection of the enviroment would be efective? For so, it will be analise Brasil´s coast zone enviromental legislation, and aimming the specific área of study and the tecnics of remote sensoring to verify the risks  that comes from the exploiting of these áreas  based on the conception of risks from the COSO II method, understanding that the compliance politics  are requirements  for  the governments action and the enterprises. The present research applies the hermeneutic mehod, consisting in blibliografic  review and analises of legal dispositives as like the remote sensoring processing method to interpret satélite images, and the vegetal coverture áreas to sustains a legal analises of  prevention and na efective oversight of the northshore protection zone.
