DAS DINÂMICAS TRANSVERSAIS ÀS MÚLTIPLAS EFETIVIDADES DAS INTERFACES SOCIOESTATAIS

Socio-state interfaces are commonly understood as platforms for democratic realization and improvement. On the one hand, the mere existence and functioning of bodies such as, councils, conferences or ombudsmen does not guarantee the viability of the deliberations and recommendations in their internal processes and external results. On the other hand, the formal documents they produce do not exhaust their capacity to generate incidences – especially when they go beyond their sectoral boundaries. And it is in this second sense, less observed by studies on the effectiveness of socio-state interfaces, that we propose this study. Given the multidimensionality of public problems taken into account in participatory processes, transversal dynamics of public action require an interdisciplinary approach to assess the multiple effectiveness of socio-state interfaces. Drawing on inspiration from the sociology of science, the political sociology of public action and management sciences, we present a framework that links four axes (practice, instrument, meaning and context) to four dimensions (experiential, normative, operative and power), indicating vectors interacting to develop results that go beyond the fragmented logics of organization in public administration and institutional political participation. The proposed framework encourages researchers to investigate further than the conventional scopes of evaluating public policies impact or the effects of participatory institutions, to understand the dynamics and scope of socio-state interactional processes aimed at complex agendas.
