A LOGICA DA INTERVENÇÃO E OS INDICADORES DE MONITORAMENTO E AVALIAÇÃO DE BANCOS DE ALIMENTOS BRASILEIROS

This paper aims to present a map of processes and results of the Brazilian food banks, and to propose a set of indicators for their monitoring and evaluation. Our research grounds on up-to-date theoretical concepts and on modern techniques for monitoring and evaluating social programs, taking into account the available technical content about the Brazilian food banks. The applied methodology started from a qualitative approach, using document analysis and semi-structured interviews with different actors, were used to identify the main components of the food banks, describe their social intervention and ultimately to build the panel of indicators. The fundamental objectives of the Brazilian food banks, the context and resources necessary for their operation, their dynamics and their expected products, results and impacts were identified. Based on this information, the logic behind the Brazilian food banks was synthetized in a Map of Processes and Results, which supported the proposal of a Map of Indicators. By using this maps approach, we were able to describe Brazilian food banks based on their main components, a result that could guide the elaboration of viable plans for the evaluation and monitoring of food banks, to verify their performance as a Food Security strategy.Keywords: Food Banks; Theory of Change; Monitoring and Evaluation
