Retórica, burocracia e violência

Resumo

O artigo busca entender as razões da inversão dos resultados do projeto de reforma agrária proposto pelo governo da Nova República, em 1985. Importa saber o que este processo revela em termos de rupturas e dissoluções no âmbito da relação assimétrica entre o poder institucional e o poder social, mediado pela retórica, tomada como variável essencial da comunicação política democrática. A centralidade da análise situa-se no exame de como os conteúdos cognitivos das falas dos atores constroem normas de desigualdade, justiça/injustiça, participação/exclusão, cujas dissoluções afetam as práticas dos agentes nos limites da transgressão, formando uma sociabilidade política negativa dos atores, que coloca limites ao exercício da cidadania e ao projeto democrático.

This article aims at understanding the reasons for the inversion of the results of the agrarian reform project proposed by the New Republic government, 1985. It deems as important to learn what this process reveals in terms of ruptures and dissolutions in the scope of assymetrical relations between institutional and social power mediated by rhetoric, taken as an essential variable in democratic political communications. The discussion is centered on an analysis of how the cognitive actors construct norms regarding inequalities, justice/injustice, and participation/exclusion. And it proposes that theses dissolutions affect the practises of determinate agents to the limits of transgression, resulting in a negative political sociability wich puts limits on the exercises of citizenship and on the democratic project.
