Resumo

O artigo avalia as implicações da política externa norte-americana sobre os processos de desenvolvimento econômico e social dos países do continente africano. Tomando como ponto de partida as expectativas otimistas cultivadas pelos líderes dos movimentos de libertação nacional nas décadas de 60 e 70, tematiza o significado amplamente desfavorável para as nações africanas dos programas de reestruturação econômica e da reconquista da superioridade estratégico-militar, implementados pelas administrações norte-americanas nos anos 80 e 90.

The article evaluates the implications of the North-American external policy on the economic and social development processes in countries in the African continent. Having as a starting point the optimistic expectancies cultivated by the leaders of the national liberation movement in the 60 and 70’s, the topic of the essay is the highly unfavorable meaning for the African Nations of the economic restructuring programs and the re-conquest of the strategic-military superiority implemented by the North-American administrations in the 80 and 90’s.
