Abstract

This work presents the results of a qualitative survey conducted with the target public and different agents of the program Água Para Todos — APT (Water for All), which was a part of the merit analysis for the program in 2018. The field survey, conducted over an intentionally diverse sample of families, agents and municipalities, in all regions of Brazil, sought to investigate the role and the effects of the program in the lives of recipient families, the perception of those who hadn’t yet been contemplated by the program, and also identify the difficulties in implementation in the view of managers, technicians, and social agents involved in the administrative routine of the program. The analysis of the corpus of interviews indicated that the Água para Todos program contributed to a significant change in the life of the recipient families, in terms of food safety and health, and pointed to the existence of popular demand yet unmet. It also raised questions about the sustainability of the program in terms of regular access to water, especially during periods of drought, as well as about the efficiency of the operations. The study also contributed to building a larger and more systemic picture about the program, through the possibility of exploring qualitative and less tangible dimensions, illustrating the importance of multimethod approaches in public policy and social programs evaluation.
