Políticas Públicas Intersetoriais e Primeira Infância: A Política Municipal São Paulo Carinhosa

This study addresses intersectoral aspects of policies aimed at comprehensive development in early childhood. It is focused on municipal management and its object of analysis is the policy São Paulo Carinhosa undertaken by the municipal administration from 2013 to 2016. The study uses qualitative methodology and case study as a research method. The research question is: “How did intersectoriality occur in the implementation of São Paulo Carinhosa?”. After reviewing specialized literature and empirical analysis, it is possible to consider that São Paulo Carinhosa brings with it an expanded sense of the concept of intersectoriality and has most of its actions taking place in a sectorial manner, with low intensity and low integration between sectors.
