Abstract

This research aimed to assess the relationship between political-budgetary cycles and the investments of the seven state-owned sanitation companies listed on B3 (Brazilian Stock Exchange) from 2000 to 2020. The study is situated within the literature on political-budgetary cycles, which originates from observing the impacts of the democratic process on the economic and financial situation of central and local governments, with the focus of this study being on state-owned entities of the indirect administration. The results of empirical tests conducted through panel data regression confirmed the hypothesis that the investment policy of publicly traded state-owned sanitation companies is positively associated with election years, suggesting the presence of political influence on investment decisions during electoral periods. This work contributes to the literature by advancing our understanding of the effects of political-budgetary cycles on state-owned companies, highlighting that the increase in investments by state-owned sanitation companies is associated with election years and, therefore, influenced by the political controllers at the expense of the interests of private shareholders.
