Abstract

The state of Bahia published the State Law n. 14.315 on 06/17/2021 to make its legal framework compatible with the national Legal Framework for Science, Technology and Innovation (CT&I). In this context, this article analyzes the regulatory experience of the state of Bahia comparing the initial proposal and its official publication. This is a descriptive and documentary study of an exploratory nature with a critical perspective. As a methodology, we opted for a bibliographic review and comparative analysis of the legal texts of the proposed bill and the final enacted version. The results point to deletions that mitigate the state's ST&I policies. Concerted actions by the actors involved are suggested to rescue the proposals than grant a greater budgetary and technical autonomy of the State ST&I System in the state of Bahia.

Lilian de Brito Santos, State University of Santa Cruz, Ilhéus, BA, Brazil

Assistant Teacher at the Department of Legal Sciences (DCJUR) of the State University of Santa Cruz (UESC). Graduated in Law at UESC (1995) and Letters (1994). Specialist in Civil Procedural Law at UESC, Labor Law and Procedure at Verbo Jurídico, English Language at PUC/MG, Master's Student at PROFNIT (Postgraduate Program in Intellectual Property and Technology Transfer. International Negotiations in the discipline of Trademarks and Patents and Contract Law and Obligations. Was representative of the DCJUR/UESC at the Technological Innovation Center (NIT/UESC) . He participated in the Research Ethics Committee/UESC and in the Extension Commission. Research Group on Human Rights and the Extensionist Project of Being a Woman at DCJUR and the Migration Observatory Coordinator of CIIMIGRAR 2019 Master in English Teaching With Emphasis On Tesol - New Mexico State University (2001)/UNISUL Teaching experience in the disciplines of Administrative Law and Labor Law Has experience in the field of Law, working mainly on the following subjects: human rights, vas theories of Administrative Law, International Labor Law. Washington de Jesus Sant´ana da Franca-Rocha, Feira de Santana State University, Novo Horizonte, BA, Brazil

Geologist graduated from the Federal University of Bahia (1981), with a master's degree in Economic Geology (1995), a doctorate in Geology (2001), from the Federal University of Bahia with an internship in Geographical Information System at the Geological Survey of Canada (1999) and Post-Doctorate in 2016, at the ITC, University of Twente (Netherlands). He was Prospector Geologist at Caraíba Metais (1983-1987) and Senior Geologist at CSG (1987-1988). In 1988 he joined the State University of Feira de Santana (UEFS), currently being a Full Professor. At UEFS, he was coordinator of the Graduate Program in Earth and Environmental Sciences at UEFS (2005 to 2007 and 2017 to 2019) and held the position of Special Advisor for Institutional Relations at UEFS from 2007 to 2015. He was a member of the Advisory Board and Scientific-Technological Assessment of the Foundation for Research Support of the State of Bahia (2004 to 2008 and 2011 to 2014) and president of the Bahia-Sergipe Nucleus of the Brazilian Society of Geology (1996-1998). He works mainly in the area of ​​geotechnologies (geographical information systems and remote sensing), developing applications for metallogeny, regional geology, environment, ecology and health. He has also been working, since 2008, in Technological Innovation Management, having been Coordinator of the NIT-UEFS between 2008 and 2011 and of the Specialization Course in Technological Innovation Management (2010-2012) and professor of the Technological Prospecting discipline at PROFNIT. He is currently Coordinator of MAPBIOMAS CAATINGA and Portal Geocovid and project coordinator at INCT IN-TREE. He was Superintendent of Scientific Development at the Secretariat of Science, Technology and Innovation of the State of Bahia (2019-2021).

Gesil Sampaio Amarante Segundo, State University of Santa Cruz, Ilhéus, BA, Brazil

Graduated in Physics - Bachelor's degree from the Federal University of Rio de Janeiro (1993), Master's in Physics from the University of São Paulo (1996) and PhD in Physics from the University of São Paulo (2000). He is currently a professor at the State University of Santa Cruz. Has experience in Physics, with emphasis on Plasma Physics and Electrical Discharges, working mainly on the following subjects: plasmas, rf antennas, heating and generation of flows by Alfvén waves, High Performance Computing and ST&I Public Policies. He is Vice-Coordinator of the NIT-UESC, representative of the ICTs in the Intellectual Property and Technology Transfer Network of Bahia (RePITTec), Interim President of the Science and Technology Park of Southern Bahia, President of the National Forum of Managers of Innovation and Transfer of Technology (FORTEC) and former General Coordinator of the Forum of Parliamentary Advisors on Science, Technology, Innovation and Education (ForumCTIE).
