Reflections on the Use of Intellectual Property Indicators in the Efficiency Analysis of NITS

Abstract

This research a comparative analysis between the indicators of the UFC's Technological Innovation Center and those of three other Brazilian universities, against the FORTEC Base Year 2020 research with the purpose of measuring the performance of the NIT of the Federal University of Ceará, in some aspects administrative procedures, compared to other NITs of educational institutions, with the aim of ascertaining whether their expressive patent portfolio should be used as a metric of ICT innovation results in technological licensing. Although there is relevance for those who research and for the culture of innovation, this article identified that the number of patent filings, by itself, is not a reliable indicator of efficiency in the management of technology transfer in Brazil. The results demonstrate that the personnel structure and the outsourcing of essential services of a NIT, mainly those related to the management of intellectual property, are directly proportional to the results of technology transfer.

Ana Carolina Ferreira Matos, Federal Institute of Education, Science and Technology of Ceará, Fortaleza, CE, Brazil

She has been the Manager of the UFC Technological Innovation Center (CIT/PRPPG/UFCInova) since 2019, where she has worked since 2017 as Division Director. Federal Public Servant. Master's student in Intellectual Property and Technology Transfer - PROFNIT (IFCE). She is also the manager of the Project Office of the Condomínio do Empreendedorismo e Inovação (CEI) at UFC. He is a member of the Board of Directors of PARTEC (Technological Park of the institution). Graduated (with honors) in Law from the Federal University of Ceará (2009-2014). Academic Laurea: Magna Cum Laude. Postgraduate in Constitutional Law from Faculdade Damásio (2016). She was a co-founding member of the UFC Civil Procedural Law Study Group (GeDPC), having co-authored 3 books in the area. She is certified by WIPO (WIPO) in the Intellectual Property course DL101 (2018). It works in the valuation of intellectual property assets, in the management of co-property between science and technology institutions, in the negotiation and elaboration of technology transfer contracts and in the regulation of Industrial Property rights, as well as in the interface of legal certainty procedures. with the academic community regarding the ICT-Companies relationship.

She has a Post-Doctoral degree from the Federal Education Science and Technology of Ceará - IFCE, a PhD in Biotechnology from RENORBIO - Federal University of Ceará - UFC (2010), Master's in Tropical Marine Sciences - Federal University of Ceará - UFC (2006), MBA in Business Management from Fundação Getúlio Vargas - FGV (2007) and a degree in Industrial Chemistry from the Federal University of Ceará - UFC (1992). Was President of the Network of Business Incubators of Ceará? RIC (2012-2016), Deputy Director of the Technological Development Park ? PADETEC (2006 -2018), General Coordinator of the Forum of Innovation and Technology Transfer Managers ? FORTEC-NE (2012-2014). He is currently President of the Center for Studies and Research in the North and Northeast ? NEPEN, scientific, technological and innovation director of the Academic Association of Intellectual Property and vice coordinator of the professional master's degree in Intellectual Property and Technology Transfer for Innovation - PROFNIT. He works in the areas of chemistry and environmental technologies and also in the area of ​​Entrepreneurial Management, Innovation Management and Innovative Project Management.

Joelia Marques de Carvalho, Federal Institute of Education, Science and Technology of Ceará, Fortaleza, CE, Brazil

Graduated in Food Engineering from the Federal University of Ceará (2003), Specialization in Professional and Technological Education (IFCE - 2017), Master's in Food Technology from the Federal University of Ceará (2005) and PhD in Food Science from the Federal University of Ceará. Ceará (2015). He has experience in the area of ​​Food Science and Technology, Agroindustrial Processes and Food Chemistry, exercising his teaching, research, innovation and extension activities at the Federal Institute of Education, Science and Technology of Ceará (IFCE) - Campus Caucaia. He is currently a professor at the Graduate Program in Intellectual Property and Technology Transfer - PROFNIT. Affiliate Member of the Ceará Academy of Sciences.
