Federal University of Western Pará’s Innovation Policy: a perspective of the drafting committee

Abstract

This article describes the steps taken to implement the Innovation Policy within the Federal University of Western Pará (UFOPA), from the perspective of the members of its Elaboration Committee. The work consisted in analyzing laws that govern the National Science and Technology Policy as well as internal and external regulatory resolutions and instructions in order to subsidize the proposal of the regulatory draft to the University’s Higher Council for Education, Research and Extension (CONSEPE). Despite the official creation of the Technological Transfer Office (AIT) as early as 2014, Ufopa had not yet succeeded in implementing its Innovation Policy, a fact that increased the time required to process agreements and partnerships that depended on its existence and increased the legal uncertainty of decisions taken. A consistent strategy for the formation of the Policy was identified, as well as for the dissemination of knowledge and information about the Policy.

Antônio do Socorro Ferreira Pinheiro, Federal University of Western Pará

Bachelor of Laws from the Federal University of Pará (2001), Master in State Law from the University of the Amazon (2008), Doctor in Biotechnology/Biodiversity. Line of research - improvement of regulatory frameworks regarding access, intellectual property and sustainable use of biodiversity (Bionorte MPEG/UFPA/UFAM, 2016). I was a scholarship holder for Institutional Training / Technology Extension at the Museu Paraense Emílio Goeldi (PCI/MPEG-CNPq/MCTI - 2003-2012), with activities at the Technological Innovation Center. I am currently an Adjunct Professor at the Federal University of Western Pará, Institute of Water Sciences and Technologies, in the Postgraduate Program in Intellectual Property and Technology Transfer for Innovation - Profnit/Ufopa, and Director of Postgraduate Studies - PROPPIT/ UFOPA. My areas of interest for teaching, research and extension involve: Environmental Legislation, Environment, Biodiversity, Biotechnology, Production and use of knowledge, Traditional Knowledge, Intellectual Property, Public Policies for Science, Technology and Innovation.

José Roberto Branco Ramos Filho, Federal University of Western Pará

He holds a degree in Engineering, Electrical and Mechanical areas, qualification in Control and Automation from the Federal University of Santa Catarina (2007) and a degree in Administration from the University of the State of Santa Catarina (2004). He holds a Master's degree in Mechanical Engineering from the Federal University of Santa Catarina (2009). He holds a PhD in Sciences in the research line Knowledge Management and Innovation for Sustainable Development from the Federal University of Oeste do Pará and in Electrical and Computer Engineering from the Nova University of Lisbon (co-guardianship). He was director of an engineering company. He is currently an Adjunct Professor at the Federal University of Oeste do Pará, at the Institute of Engineering and Geosciences, at the Postgraduate Program in Intellectual Property and Technology Transfer for Innovation - Profnit/Ufopa, and Director of the Tecnologic innovation.
