A Review of Scenario-Making in Brazilian Institutes

Abstract

Scenario-making becomes an indispensable tool for the organization's strategic planning, enabling the development of plausible and consistent descriptions of possible future situations. This study aimed to investigate whether Brazilian public or private institutions use scenario design in their strategic planning. A systematic review of the literature was performed, identifying 415 relevant articles, and the Web of Science database that stood out, of which 11 papers were analyzed in full. Regarding the scenario typology, we obtained five articles classified as “Normative”, four as “Exploratory” and two as “Predictive”. The energy sector stands out as the area of ​​activity that most used the elaboration of scenarios. The SWOT Matrix, Linear Progression, Surveys, and Workshops have been identified as scenario-building tools. In general, it was observed that the elaboration of scenarios in Brazil still needs to be further explored by the institutions.

Desirée Emelly Gomes Nascimento, State University of Amazonas, Manaus, AM, Brazil

Master's Student of the Postgraduate Program in Intellectual Property and Technology Transfer for Innovation-PROFNIT/FORTEC at the State University of Amazonas-UEA. He has a specialization in MBA in Project Management, a degree in Chemical Engineering, both from the Universidade do Estado do Amazonas-UEA. She was a technical advisor for the UEA AGIN Innovation Agency, working in the area of ​​Planning, Management, Quality, Control and Execution of projects developed at AGIN, R&D, in addition to articulating with PIM companies, from 2013 to 2018. She is currently a member volunteer from the research team at the UNASUS Amazônia Research and Development Center and grantee from the Fundação de Amparo e Pesquisa do Estado do Amazonas-FAPEAM.

Érika Santos Gomes, State University of Amazonas, Manaus, AM, Brazil

Master's Student of the Postgraduate Program in Intellectual Property and Technology Transfer for Innovation-PROFNIT/FORTEC at the State University of Amazonas-UEA. He has a specialization in MBA in Project Management from Uninorte, a degree in Business Administration from the Federal University of Amazonas-UFAM, he worked in the supervision of planning and control of materials at the company LG Electronics, served as a Scholarship for Scientific and Technological Amazon Development (DCTA) , also served as a fellow in the technology transfer project in the PRÓ-RURAL/FAPEAM program, acted as coordinator of the Ayty business incubator at the IFAM Presidente FIgueiredo campus. She is currently a professor at the IFAM Presidente Figueiredo campus in the technical administration course.

Lúcia Martins Pereira de Oliveira, State University of Amazonas, Manaus, AM, Brazil

Studying a Professional Master's Degree in Intellectual Property and Technology Transfer for Innovation. He has a Specialization in Public Management (2012), a Specialization in Regional Development in the Population Area (2007) and a degree in Librarianship from the Federal University of Amazonas (2001). Professional experience with emphasis on Librarianship, working mainly on the following topics: University Libraries and Innovation.

Marcel Mendes de Souza, State University of Amazonas, Manaus, AM, Brazil

Graduated in Production Engineering from Universidade dos Estado do Amazonas, specialist in Quality Engineering from Fundação Centro de Análise Pesquisa e Inovação, studying a Professional Master's Degree in Intellectual Property and Technology Transfer for Innovation. He worked as a Local Innovation Agent on a CNPq scholarship

Raimundo Correa de Oliveira, State University of Amazonas, Manaus, AM, Brazil

He holds a degree in Industrial Electrical Engineering from the Instituto de Tecnologia da Amazônia (1996), a master's degree in Electrical Engineering from the Federal University of Pernambuco (2003) and a PhD in Electrical Engineering from the Federal University of Pernambuco (2013). He is currently an adjunct professor at the State University of Amazonas. Has experience in Computer Science, with emphasis on Teleinformatics, working mainly on the following topics: fast algorithms, fft, hartley, computer networks: security measures, Embedded Systems and fht. He is currently coordinator of PROFNIT UEA focal point.
