Abstract

Este artigo apresenta uma investigação que considera a ideia de deliberação pública para avaliar em que medida a internet fomentar a existência de situações discursivas. Analisa-se, quantitativamente e qualitativamente, o fórum promovido por uma Comissão Parlamentar, no Portal da Câmara dos Deputados. Esta experiência foi escolhida por consistir em uma iniciativa institucional com o objetivo de promover uma aproximação dos parlamentares com os cidadãos e colher contribuições a respeito da participação popular. Dentre as conclusões está (1) a constatação de que os participantes se reportaram prioritariamente ao agente político, em lugar de estabelecer uma conversação com os demais participantes. Além disso, há (2) a comprovação de que o caráter institucional deste fórum influencia no desenvolvimento das discussões e, por fim, (3) a ponderação de que a deliberação online é afetada pelo desenho das ferramentas de discussão oferecidas.
