The Governance of Public Policy Evaluation Systems: Policy Effectiveness and Accountability

Resumo

Do different institutional arrangements of public policy evaluation systems produce different results in promoting accountability and government effectiveness? Our study aims at discussing the governance of public policy evaluation systems. For such purpose, the evaluation systems of Canada, Chile, France, Mexico, Spain, Sweden, the United Kingdom, and the United States were analyzed using the QCA methodology. Our analysis seeks to evaluate the institutional arrangements for the governance of evaluation systems and the conditions necessary and sufficient for them to promote greater governmental effectiveness and accountability. In conclusion, the process of delegating power to evaluation systems should include the involvement of the Legislative Branch to ensure that they help increase governmental effectiveness and promote accountability.

Fernando Filgueiras, Universidade Federal de Minas Gerais

He received the Ph.D. degree in Political Science from Rio de Janeiro University Institute for Research (IUPERJ). Professor at the Department of Political Science, Federal University of Minas Gerais (UFMG). Affiliate Faculty of Ostrom Workshop on Political Theory and Policy Analysis, Indiana University, USA. He is a researcher of the National Institute of Science and Technology - Digital Democracy, Federal University of Bahia (UFBA). He served as Director of Research and Graduate Studies, National School of Public Administration, Brazil. His research interests include governance, digital governance, digital public policy and accountability.

PhD in administration, at the University of Brasília (UnB) with integrated research period at the School of Public & Environmental Affairs, Indiana University, USA. Member of the career of Specialist in Public Policy and Government Management, from the Ministry of Economy (former MPOG). Researches and publishes in the areas of Management and Organization of Health Systems, with emphasis on Decentralization and Regionalization of public policies, Public Planning, Formulation, Execution and Evaluation of Public Policies, Situational Strategic Planning and Evaluation of Health Technologies.
