ARE WE UP TO WHAT IS COMING?
HORIZONS OF INSTITUTIONALIZATION IN BRAZILIAN CULTURAL POLICIES

The article discusses aspects of the National System of Culture, considering that the mobilizations for the Aldir Blanc and Paulo Gustavo Laws, which began in 2020, reactivated a utopian sense and boosted a certain institutional revival of culture in Brazil. In addition to secondary data, semi-structured interviews conducted as part of post-doctoral research, funded by FAPESP, are used to investigate the participation of civil society in the processes of drafting and implementing the new laws. Historical aspects are pointed out to contextualize the debates. The conclusion is that structural difficulties, political clashes and bureaucratic obstacles can dilute the utopia of institutionalization projects. The gaps between what is imagined and what is possible are addressed using the concept of "imminence" proposed by García Canclini (2012).
