Patrimônio, participação local e democracia: o papel dos conselhos municipais de patrimônio cultural de Minas Gerais

Resumen

O artigo tem como objetivo explorar a temática do patrimônio cultural como um campo de formulação e implementação de políticas públicas no Estado de Minas Gerais. Tal política evoluiu de um desenho institucional focado estritamente na ação estatal para um modelo ancorado na idéia de compartilhamento entre estado e sociedade civil das decisões e ações relativas ao setor. O texto parte da trajetória do conceito de patrimônio e das formas de intervenção estatal praticadas nas sociedades ocidentais européias. A evolução do conceito de patrimônio foi observada ainda nas narrativas construídas no Brasil para justificar a ação estatal nesse campo. Em seguida, analisa-se a experiência de Minas Gerais, em especial a tendência de municipalização da política de patrimônio ocorrida no Estado, com destaque para as características institucionais e dinâmicas de atuação dos conselhos municipais. Heritage, local participation and democracy: the role of the cultural heritage local councils in Minas Gerais ABSTRACT: This article is aimed at exploring the cultural heritage theme as a field for the formulation and implementation of public policies in the State of Minas Gerais. This policy evolved from an institutional frame strictly focused on state action to a model based on the idea of sharing the decisions and the actions concerning this field between the state and the civil society. The text starts from the path followed by the concept of heritage and the forms of state intervention carried out in European western societies. The evolution of the concept of heritage was also observed in the narratives built in Brazil in order to justify state action in this field. Afterwards, the experience in Minas Gerais is analyzed, mainly the tendency of the State to municipalize the heritage policy, with emphasis to the institutional features and the performing dynamic of the local councils.
