Cultural Policies in Review, an electronic publication of the Rede de Estudos em Políticas Culturais, announces the call for papers for the second edition of 2025 (v. 18 n. 2), which, in addition to scientific articles and reviews on Cultural Policy and related topics, will include the following thematic Dossier:

Indicators and Evaluation of Public Cultural Policies

Responsible editors: Carmen Lima (UNEB), Lucia Aquino de Queiroz (UFRB), and Tomás Peters (University of Chile).

The cultural and creative sector is of broad importance for development and economic growth, constituting an alternative for productive inclusion, either by its potential to add value to the economy as a producer and employer of goods and services or by its ability to qualify the new workforce required in contemporary societies. However, it is widely recognized that the economic, social, and symbolic relevance of culture is not accompanied by consistent production of data and information that contribute to the construction of indicators nor by alternative methods and tools for measurement, such as qualitative approaches. Analyzing and studying the theoretical and political complexity of the cultural sector has become increasingly necessary due to its intangible link to democracy, social participation, and territorial justice.

Understanding public cultural policies in their operational and conceptual complexity is essential for improving them. These policies are understood as interventions carried out by the State, civil institutions, private entities, or community groups. It is necessary, therefore, to consolidate successful management initiatives and resource application and to make effective the federal complementarity of government actions.

In the field of culture, however, few experiences of evaluating and monitoring initiatives are found. This is justified by these being complex processes that require financial resources, time, methodological effort, and a profound knowledge of the social phenomenon studied. Despite the existence of some research experiences conducted by the departments or research centers in the ministries of culture and universities across Latin America, it becomes urgent to broaden the discussions held by civil society (theaters, cultural centers, NGOs) dedicated to thinking and evaluating the cultural ecosystem.

The evaluation aims to provide practitioners with more in-depth and detailed information about the functioning and results of projects and public policies. Its purpose is to guide decision-makers by advising them on the continuity and necessary corrections. It is expected that it can indicate whether a result is being achieved or not, whether new concepts and/or analysis methodologies are emerging, whether processes are being well executed and whether an intervention is producing consequences beyond the intended ones.

Given the complexity of culture as an object of public policies, researching the theme highlights the need to build other parameters. This publication seeks to stimulate debate on the subject at both national and international levels.

The general lines of work to be covered by the dossier are:

  • Indicators for diagnosing and monitoring cultural policies.
  • Experiences in evaluating the results of cultural programs.
  • Impact evaluation of cultural projects and policies.
  • Monitoring and evaluation indicators for public management.
  • Monitoring and evaluation practices in managing cultural institutions (collectives, theaters, among others).
  • Evaluation of the execution and results of state and municipal action plans under the Aldir Blanc and Paulo Gustavo Laws.
  • Qualitative methodologies and tools for evaluating and monitoring cultural policies.
  • Theoretical and/or conceptual discussions on indicators and evaluation of cultural policies.

Submission of articles: until March 31, 2025, exclusively through the journal’s system.
Expected publication: second semester of 2025.
