Aspectos da política de financiamento cultural nos anos 1990 e 2000

Abstract

O trabalho trata da questão financiamento federal, da estrutura e das características do Programa Nacional de Apoio à Cultura (PRONAC). Mostra que o Programa, que abrange uma parte orçamentária e outra de gasto tributário indireto, foi exitoso no que se refere ao aumento global dos recursos para a cultura. Também defende a tese de que os dois mecanismos de financiamento têm distorções e estas envolvem questões de gestão, estando seu aperfeiçoamento ao alcance da administração pública sem que seja necessária a promoção de reformas em profundidade. Todavia, o aperfeiçoamento do financiamento também envolve questões políticas, estas relacionadas à democratização dos processos de decisão e a discussão do financiamento sob a moldura de políticas globais. Aspects of the cultural financing policy in the years 1990 and 2000 ABSTRACT: The article brings into subject the federal financing matter, the structure and characteristics of the National Program of Culture Support (PRONAC, in Brazil). It is shown that the Program, which broads a budget part and also an indirect tributary expenses part, was successful regarding the global raising of culture funding. The article also defends the theses in which the two financing mechanisms have distortions and these involve management issues, with its improvement reached by public administration without the necessity of promoting deep reforms. Although, the financing improvement also involves political matters, these concerning the democratization of decision processes and the discussion of financing under global political methods.
