Public policies of fomentation to creation and consolidation of Municipal Culture Systems: report of the experience of the Municipal Culture Planning accomplishment in Ceará (Secult, 2003-2006)

Abstract

O artigo relata a experiência da Secretaria da Cultura do Ceará (2003-2006) na realização do seu Plano Estadual da Cultura, documento que representou, durante o referido mandato, o retorno do papel do Estado enquanto instância formuladora e executora de políticas públicas para a cultura. Descreve ainda, o Projeto “Cultura em Movimento: Secult Itinerante”, fruto do Programa “Valorização das Culturas Regionais”, a partir do seu eixo de “Relações e Prestação de Serviços Institucionais”, enfatizando as ações de fomento à criação e consolidação dos Sistemas Municipais de Cultura, especialmente as de construção dos Planos Municipais de Cultura no estado. Public policies of fomentation to creation and consolidation of Municipal Culture Systems: report of the experience of the Municipal Culture Planning accomplishment in Ceará (Secult, 2003-2006) The article states the experience of the Culture General Office of Ceará (2003-2006) in the accomplishment of its State Culture Planning, a document which represented, during the mandate, the return of the role of the State as developing and executing instance of the culture public policies. It yet describes the Project “Culture in Movement: Itinerant Secult”, which comes from the program “Valuing Regional Cultures”, through its axis of “Connections and Institutional Services”, emphasizing the fomentation actions to the creation and consolidation of the Municipal Culture Systems, specially the ones related to the construction of the Municipal Culture Planning in the State.
