O Plano Nacional de Cultura e os índios: dilemas e tradições políticas na articulação de um pensamento sobre povos e culturas indígenas no Brasil

Resumo

O presente artigo pretende realizar uma análise crítica do Plano Nacional de Cultura a respeito das políticas por ele propostas em relação à cultura indígena. Tal crítica pretende enfatizar as tradições políticas herdadas não apenas das três tristes tradições da política cultural no Brasil, enfatizadas por Rubim (2007), mas também das tradições dos órgãos governamentais que anteriormente tematizaram a cultura indígena como objeto de sua atuação. A análise é efetuada tendo como pano de fundo a questão dos povos indígenas do Nordeste, buscando demonstrar a dificuldade apresentada pelo PNC de tematizar a questão indígena com o foco nas diferenças entre os diversos povos colocados sobre essa rubrica. Assim, a análise que se segue busca ser a introdução para um debate que procure aprofundar as diferenças entre os diversos povos indígenas como forma de enriquecer a discussão em torno da questão indígena no PNC. The article intends to analyze critically the National Culture Planning, due to the politics proposed by it, once related to the Indian culture. This critical analysis will focus on the politic traditions inherited not only from the three sad Brazilian cultural politics tradition, emphasized by Rubim (2007), but also from the governmental traditions, which have, before, discussed the Indian culture as an object of action. The analysis is made having as its background the matter of the Indian peoples of the North-East, trying to demonstrate the NCP difficulty in putting into theme the Indian matter focusing in differences among the peoples under that signature. With that, the analysis which follows tries to be the introduction to a debate that should emphasize the differences among the diverse Indian peoples, as a way of enlarging the discussion surrounding the Indian matter in the NCP.
