The 1995 and 1999 RAIS data (Annual List of Social Information) were used to show the perverse character of labor relationship changes in the public/state sector, which is translated into the reduced expansion of better quality employment and in the generalized decrease of the compensation levels. Thus it is argued that the precarization of employment opportunities of the 90s can be highly attributed to these changes, in view of the expressive participation of this sector in formal employment.
